With Torontonians heading to the polls this month, The Green Line’s breaking down the city ward by ward, so you know your community, the people who represent it, and what’s at stake in this election.
Here’s what you need to know about Ward 23 Scarborough North.
Ward 23 Scarborough North lies between Steeles Avenue East to the north, Highway 401 to the south, Midland Avenue to the west and the Rouge River to the east, down to Neilson Road. Ward boundaries bend around streets and waterways, so residents should confirm their specific address using the City’s official ward map or MyVote.
According to the 2021 Census ward profile, Scarborough North has 94,025 residents.
- People aged 20 to 49 make up 39.1% of the population.
- Immigrants make up 64.6%. China, Sri Lanka, Hong Kong, India and the Philippines are the leading places of birth among immigrants.
Scarborough North residents’ median annual household income is $87,000 and 12% of residents are classified as low-income, meaning they make less than $30,000 per year.
22% of homes are apartment buildings over five storeys, less than most of the city, and 40% are single-detached houses, with 48% of residents being renters and 52% being homeowners.
Scarborough North’s local issues
Lack of transit is a main concern in the neighbourhood, with some projects proposed, like the Scarborough East Rapid Transit, or SERT.
In April, Council named SERT its top unfunded transit-expansion priority, allocated $10 million to advance the project and asked Ontario and Ottawa for more funding.
In 2025, Council authorized pursuing zoning changes that could allow unspent funds to be redirected to capital-facility improvements in Ward 23.
Community safety has also emerged in local campaigns, with auto theft, home break-ins, street robberies and fraud among concerns residents have shared with candidates.
Ward 23 candidates
Jamaal Myers currently represents Ward 23. He was elected in 2022 and is seeking re-election.
Candidates also include Shaun Chen, Han Dong, Sajawal Javed, Kevin Li, John-Mark Oleh, Ronald Phen and Piravena Sathiyanantham.
